Under the leadership of the Los Angeles Homeless Services Authority (LAHSA) and the South Bay Coalition to End Homelessness, the entire region consisting of over 4,000 road miles was canvassed with the help of over 550 volunteers.  This is the fifth time 100% of SPA 8 was covered, providing exceptionally detailed trend views of homelessness throughout the South Bay.

We wish to thank LAHSA, South Bay municipalities, local law enforcement, Coordinated Entry System outreach teams (including LAHSA's HET), City of Los Angeles neighborhood councils, hospitals, faith community, and community volunteers for making the 2019 Count a success.

For the night of January 23, 2019, 4,388 people were identified as experiencing homelessness in the SPA 8/South Bay.​

Homeless Count 2019 SPA 8 Overview

This data sheet contains: Homelessness demographic information for SPA 8/South Bay in the Los Angeles Continuum of Care (i.e., LA County minus Long Beach, Glendale, and Pasadena)​
  • Overall homelessness rose by 6% in SPA 8, while it went up by 12% in Los Angeles County.
  • The South Bay’s unsheltered population is 29% larger than Skid Row’s.
  • SPA 8 persons living in vehicles continues to rise, with that group increasing by 9% over the last year.
  • Unsheltered Veteran homelessness in SPA 8 declined by 41% over the last year.
​The following are reported by LAHSA at the SPA level:
  • The Youth Count results. There were 140 persons between 18-24 experiencing homelessness in the South Bay.
  • Those staying in domestic violence emergency shelters or transitional housing, to maintain each program's confidential location. There were 88 persons staying at the SPA 8 DV programs.
  • Persons receiving motel vouchers through DPSS, which are considered emergency (or "crisis") housing.  There were 242 persons using these resources.

Notable Demographic Decreases in the South Bay Between 2018 and 2019
  • Veterans: -28%, from 363 to 263
  • Family Members: -16%, from 681 to 572
  • Females experiencing homeless: -26%, from 1,532 to 1,134
Notable Increases in the South Bay Between 2018 and 2019
  • “Chronically Homeless”: +44%, from 973 to 1,402
  • Serious Mental Illness: +11%, from 819 to 913
  • Physical Disability: +52%, from 506 to 771
  • Domestic Violence/Intimate Partner Violence Experience: +158%, from 712 to 1,839

  • Data source: Los Angeles Homeless Services Authority, LAHSA.org.
  • In 2019, LAHSA changed the city/neighborhood boundaries then retroactively applied these to the 2016-2018 Counts. SBCEH's 2019 Homeless Count data sheets reflect the original Count results reported for these years, and hence may be different from LAHSA’s Community data.
