Homeless Count 2022 Results

Under the leadership of the Los Angeles Homeless Services Authority (LAHSA) and the South Bay Coalition to End Homelessness, the entire region consisting of over 4,000 road miles was canvassed with the help of over 550 volunteers.  This is the seventh time 100% of SPA 8 were covered, providing exceptionally detailed trend views of homelessness throughout the South Bay.

We wish to thank LAHSA, South Bay municipalities, local law enforcement, Coordinated Entry System outreach teams (including LAHSA's HET), City of Los Angeles neighborhood councils, hospitals, faith community, and community volunteers for making the 2022Count a success.

Because of the COVID-19 pandemic, the Greater Los Angeles Homeless Count was pushed back one month from the traditional end of January to February 23, 2022. That night, 4479 people were identified as experiencing homelessness in the SPA 8/South Bay (this does not include the City of Long Beach).
  • That night, the air temperature was colder than normal.  Many sites anodically reported they found fewer people on the streets than they saw a week previously when it was warmer.​
  • This was the first year LAHSA stopped using the paper tally sheets on clipboards in favor of a collection app that ran on a smartphone (developed by Aikdo Labs).
  • Deployment sites were set up differently to minimize the time volunteers were there to decrease the chance of getting COVID-19.  Nearly all the SPA 8 sites did not provide in-person training and rather relied on volunteers to have watched the new training online prior to attending the Count.
  • About half the online training was devoted to explaining how to use the new mobile app.

Homeless Count 2022 SPA 8 Overview

This data sheet contains: Homelessness demographic information for SPA 8/South Bay in the Los Angeles Continuum of Care (i.e., LA County minus Long Beach, Glendale, and Pasadena)​. Please note that this year we included an additional page of unofficial results, which reflect discrepancies found with LAHSA's data.
Some fast facts:
  • Overall homelessness declined by 3% in SPA 8, while it went up by 4% in Los Angeles County.
  • The South Bay’s unsheltered population is 57% larger than Skid Row’s.
  • SPA 8 persons living on the street, in a tent or makeshift shelter increased by 8%, while those living in vehicles decreased by 10%. 
​The following are reported by LAHSA at the SPA level:​
  • Those staying in domestic violence emergency shelters or transitional housing, to maintain each program's confidential location. There were 137 persons staying at the SPA 8 DV programs, a 1 year increase of 56%.
  • Persons receiving motel vouchers through DPSS, which are considered emergency (or "crisis") housing.  There were 319 persons using these resources, a 1 year increase of 32%.​

  • In 2020, LAHSA broke out additional geographies: Unincorporated Harbor Gateway, Unincorporated Hawthorne, Unincorporated Palos Verdes, and Unincorporated Wiseburn.  For more information on these areas, please refer to SBCEH's SPA 8 Data Sheet.
  • SBCEH rounds differently from LAHSA so the data on these information sheets may differ slightly by 1 or 2.
  • Youth Count numbers, DPSS issued motel vouchers, and domestic violence shelters are reported at the SPA level rather than at the city level.​
  • The County of Los Angeles' supervisorial districts and City of Los Angeles districts changed because of the results of the 2020 Census and the formal redistricting process.  SBCEH's data sheets show a comparison with the older district lines so an "apples to apples" comparison can be made.  We also provided a separate 2022 data sheets of SD 2 and SD 4 with the new district borders as a baseline for future comparisons.

City of Long Beach
Long Beach is part of Los Angeles County's SPA 8 but is its own "continuum of care" (CoC), thus it conducts a separate homeless count for its jurisdiction.  Its 2022 Homeless Count found 3,296, an increase of 62% The following links provide more information about this city's work:
