Under the leadership of the Los Angeles Homeless Services Authority (LAHSA) and the South Bay Coalition to End Homelessness, the entire region consisting of over 4,000 road miles was canvassed with the help of over 550 volunteers.  This is the sixth time 100% of SPA 8 was covered, providing exceptionally detailed trend views of homelessness throughout the South Bay.

We wish to thank LAHSA, South Bay municipalities, local law enforcement, Coordinated Entry System outreach teams (including LAHSA's HET), City of Los Angeles neighborhood councils, hospitals, faith community, and community volunteers for making the 2020 Count a success.

For the night of January 22, 2020, 4,560 people were identified as experiencing homelessness in the SPA 8/South Bay.​

Homeless Count 2020 SPA 8 Overview

This data sheet contains: Homelessness demographic information for SPA 8/South Bay in the Los Angeles Continuum of Care (i.e., LA County minus Long Beach, Glendale, and Pasadena)​.

Some fast facts:
  • Overall homelessness rose by 3% in SPA 8, while it went up by 12% in Los Angeles County.
  • The South Bay’s unsheltered population is 65% larger than Skid Row’s.
  • SPA 8 persons living on the street, in a tent or makeshift shelter increased by 8%, while those living in vehicles decreased by 10%. 
​The following are reported by LAHSA at the SPA level:
  • The Youth Count results. There were 77 persons between 18-24 experiencing homelessness in the South Bay.
  • Those staying in domestic violence emergency shelters or transitional housing, to maintain each program's confidential location. There were 137 persons staying at the SPA 8 DV programs, a 1 year increase of 56%
  • Persons receiving motel vouchers through DPSS, which are considered emergency (or "crisis") housing.  There were 319 persons using these resources, a 1 year increase of 32%.​
2020 Data Notes
  • Data source: Los Angeles Homeless Services Authority, LAHSA.org.
  • In 2020, LAHSA broke out additional geographies: Unincorporated Harbor Gateway, Unincorporated Hawthorne, Unincorporated Palos Verdes, and Unincorporated Wiseburn.  For more information on these areas, please refer to SBCEH's SPA 8 Data Sheet.
  • LAHSA re-released 2019 Homeless Count data on 7-30-19.  SBCEH's 2020 SPA 8 level data sheet has been updated to reflect the updated numbers, with overall SPA homeless increased slightly from 4,388 to 4,409.  2019 City-level numbers were not affected.  
  • SBCEH rounds differently from LAHSA so the data on these information sheets may differ slightly by 1 or 2.
  • Youth Count numbers, DPSS issued motel vouchers, and domestic violence shelters are reported at the SPA level rather than at the city level.
  • In 2019, LAHSA changed the city/neighborhood boundaries then retroactively applied these to the 2016-2018 Counts. The table reflects the original Count results reported for 2018, and hence may be different from LAHSA’s Community data.

City of Long Beach
Long Beach is part of Los Angeles County's SPA 8 but is its own "continuum of care" (CoC), thus it conducts a separate homeless count for its jurisdiction.  Its 2020 Homeless Count found 2,034, an increase of 15% The following links provide more information about this city's work:
